Creating A Collaborative File Link

I know you can copy the URL of cloud storage like dropbox but I would like to be able when I send an email to a someone to copy and paste a link to a local network file or a cloud storage space. Any suggestion? I hope in the future Toodledo allows URL's and Links in the attachment section.
