Forgive me if this or a similar question has been asked a billion times. Today I created a task that ends on 1/31 and repeats monthly. Does this mean that the task will repeat on 2/11 and end 2/28, etc., or will it repeat on 2/1 and end 2/28? The former seems most likely.

Or would it be better to add the same task 12 times, once for each month?

The task will repeat when you complete it, and the new due-date will be Feb 28th.
