Insert line in an Outline

How best can I insert a new line between other existing lines in a Toodledo Outline?
Putting the cursor in col 0 and hitting the <Enter> puts a blank line after the current line rather than inserting a blank line before the current line.

You can only add lines after the currently selected line, so if you want add a line above, you need to select the line that is currently above it and press return.
An alternative is to add it wherever you happen to be and then drag and drop it to the correct location.
