How do you create new folder while entering task information in new view?

It's not possible. You need to have that folder created first (at least in Web and Android app).
You can do it in Ultimate ToDo List app as far as I remember.

That's a step back because you could do it in the web old view. It was simply in the pull down when you select a folder.
