issue sharing tasks

I have 4 users that I share tasks with and one of them can only reassign a task to another coworker or he can share with me. In his collaboration tab we have "Allow collaborator to create joint tasks with me" check on the left but on the right under the "Collaborator's Workspace" heading there is a red X by "You have permission to create joint tasks with " and cant find how to get this turned on
