What is the syntax to point to a local file in a task note?

I can use the following syntax and paste into my brower to pull up a local pdf file starting at page 21
file:///F:/Files/OneDrive/Temp/test.pdf#page=21
When I paste this into a Toodledo Note or Task Note, this link does not work.
I've tried pasting this an href tag and it still doesn't work.
eg
Test pdf file page 21
Could someone please provide the proper syntax I need to make this work?
