I downloaded this app onto my iPad. When I went to download it to my iPhone 4, it did not appear in "purchased apps", so I was unable to bring this app to my iPhone.

Please help.

If you sync the iPad to iTunes, then sync the iPhone with iTunes, it should get transferred

Also, you could "purchase" the app again on the iPhone. As long as you use the same AppleID, Apple will not charge you again.
