I am on an XP machine with outlook 2003.

I am getting an error: "Fatal error initializing user: Key not valid for use in specified state".

I have removed the app and reinstalled with no change.

Try deleting the local settings file for the application. This can be found at c:\documents and settings\<your username>\local settings\application data\Chromatic_Dragon

delete all files and subfolders under this directory and try again
