When editing existing multi-screen notes (those in excess of 30 lines) the system lets you enter data but the edit window starts scrolling up and down by itself, so you cannot see what you are typing.

I have the same problem. I am using IE. If I change the window to full screen, I have been able to type more than 30 lines and see the text as I am typing it. I have not attempted to find out if there is a limitation.

We just fixed this problem. It was a bug with IE8, but we found a work around.
