Can this view be changed to sort by date due, folder and then importance instead of the default view which shows importance only. I know that I can change my views, but when I give anyone the link to my public view it is only seen by importance.

When someone is viewing your public list, they can change the sorting by clicking on the column headings. If you are in multi-line view, there will be no column headings and you are right that it will be sorted by importance. I'll put this on our to-do list.
