Folders don't stay deleted

I've tried to delete folders online now at least 5 times. I've tried to delete them on my handheld Ipod Touch.
And they keep coming back. What the heck?
Can you help?

It is probably because you are syncing with Outlook or some other third-party program that keeps putting them back.
