When I open a note that is longer than the screen , I cannot scroll to the top of the note. The display always snaps back to the bottom of the note

I have the same problem. I have an iPhone Xs Max IOS 13.5.1. When you open a note you can only view the bottom of the note. You can't scroll to view the rest of the note.
