Where is the field to enter the name of a new saved search?

Click in the field that says -
"New Search Title" directly above the - "Match All-Any of the following criteria" row on the New Search dialogue page |

Also, it is a paid feature, not on the free plan.

You need to go to the right of the page and from a drop down menu (?) choose rename the applicable search.
