Why is it that when I run the scheduler, it tells me to perform deferred tasks (i.e. status of Waiting)? Is this a bug? I can't see why that would ever be the desired behavior.

The scheduler currently does not take status into account, but it will soon.

We have updated the scheduler to hide deferred tasks, as well as tweaking the ranking algorithm to give priority to starred and "next action" tasks.
