I have problems synchronizing categories (which have been changed) from Outlook to Toodledo. It seems that it sync. only from Toodledo to Outlook towards changes of the folder/category but not viceversa? Is it in this way or is there any mistake in my system?

No, its not you or your system. It is a bug that will hopefully be fixed in the next release
